A new state bill passed on Thursday will allow homeowners to sell excess electricity generated from your solar panels, allowing utilities to buy up to 5% of their energy from customers.  Until now they've been capped at 2.5%, which has effectively blocked affordability for new solar users.

The Assembly approved the bill on a 53-1 vote and Gov. Schwarzenegger says he will sign it.
